You can based on estimated valuation on property portals if not past HDB transactions within the cluster to estimated the possible valuation to gauge whether will there be any cash over valuation.

Valuation is only done by the Buyer after a price is agreed and OTP is issued. We will only know the result within the next 10 days.

For HDB flats, it's either Above Valuation, or At Valuation. I have never come across a HDB sold Below Valuation ever since the rules changed in ard 2014-2015.
